LUIS ÁVILA | HE/HIM/ÉL

Luis is the founder of Iconico Campaigns, a company that strengthens organizations dedicated to addressing social inequities. A native of Mexico, Luis has been a prominent advocate with immigrant communities, leading campaigns and coalitions across the nation. In 2008, he gained valuable insights into electoral organizing during his time with the Obama campaign. He now applies this knowledge, along with technology for volunteer engagement, to all his community engagement and advocacy work. As a long-time expert in family and community engagement, Luis has designed organizing and leadership development models for both domestic and international organizations and school systems. In 2016, he played a critical role as Nevada's Democratic Coordinated Campaign Field Director, contributing to significant victories in the state legislature, electing the first Latina Senator, and delivering the state to Hillary Clinton. Following the election of Donald Trump, Luis shifted his focus to building political infrastructure with communities of color in Arizona. He founded organizations like Instituto, which serves as a national model for capacity building among non-profits engaging BIPOC communities. In recent years, Luis has launched two new initiatives: ALL in Education, a group dedicated to increasing Latino representation in decision-making positions in education, and Rumbo, a project aimed at developing a people-centered climate adaptation plan for the Sonoran Desert. Luis actively serves on several boards, including Equis, the Desert Botanical Garden, the Arizona Donor Alliance, and chairs the board at TNTP.

Torey Dolan | SHE/HER

Torey Dolan is a citizen of the Choctaw Nation of Oklahoma and is an Indian law scholar focused on Tribal Nations, Democracy, and American Indian self-determination and political actualization through democratic systems and self-governance. 

She is a William H. Hastie Fellow at the University of Wisconsin Law School. Dolan is a former Native Vote Fellow with the Arizona State University Sandra Day O'Connor College of Law Indian Legal Clinic where she helped lead the Arizona Native Vote Election Protection Project through the 2020 and 2022 state and federal elections. 

Dolan is a licensed attorney in the state of Arizona and has assisted in ligation before the Ninth Circuit Court of Appeals on issues of Tribal sovereignty, the Federal District Court of Arizona on claims arising under the Voting Rights Act, and on state election law issues before the Superior Court of Apache and Pinal Counties in Arizona. She has additionally assisted in drafting an amicus brief before the Arizona Supreme Court on state election law issues. She has worked on cases on behalf of Tribal Governments, Tribal Organizations, Native people, and civic engagement non-profit organizations. 

Dolan received her Juris Doctor (J.D.) degree from Arizona State University Sandra Day O'Connor College of Law along with a certificate in Federal Indian Law. She received her Bachelor of Arts (B.A.) from the University of California at Davis where she studied History and Political Science - Public Service.

Eva Masadiego | She/HER

Eva Masadiego serves as the Deputy Director of Operations for Governor Katie Hobbs. She proudly began her career as a teacher at Balsz Elementary School District. She previously served as a city council aide and managed citywide programs for the city of Phoenix, working directly with city council to advance education initiatives. Most recently, Eva led national programs to increase the representation of people of color in elected and appointed office with New American Leaders.
